EMERGENCY ORDERS
SOLARIAN SPECIAL OPERATIONS COMMAND (SOLSOC)
Prepared by the Military Advisement Board
Authorized for release to Gebler Special Exploratory Group (SEG)
PURPOSE: To outline Gebler SEG goals in the wake of recent events and rise of disruptive groups and identify means of restoring stability in the Aquvy region.
OBJECTIVES:
  • PRIMARY: Influence and counter organizations identified in the Background section via multi-pronged approach including direct confrontation as well as information control and individual assets.
  • SECONDARY: Neutralize individuals of note attached to said organizations. Pacification or information control methods preferred; if these methods cannot be implemented, elimination is required.
  • TERTIARY: Enhance control over the Aquvy region through additional tactics not outlined under PRIMARY and SECONDARY objectives above. Additional objectives of opportunity may be given to you as required by your commanding officer(s).
BACKGROUND: Due to the actions of Lamb Organization ODESSA (see Appendix B: Odessa Projection Incident and Outcomes) several operatives were translocated to a previously-unknown location on Lunar, Spira. As a result, operatives came into contact with members of Lamb Organization ARMS, a paramilitary group formed to counter ODESSA. Organizational modeling and analysis of this group and others while in Spira and post-return has determined that such organizations have the capacity to unify Lambs around violent or subversive individuals, jeopardizing local peace and stability.

In particular the following groups have been identified as particular threats to regional or global stability:

  • The paramilitary anti-ODESSA group 'ARMS'
  • The mercenary group 'BLACK WOLVES'
  • The alleged humanitarian aid group 'WAYSIDE OUTREACH'
  • The roaming commercial enterprise 'CARAVAN KINSHIP'
  • The terrorist organization 'ODESSA'

See Appendix D: Individuals Associated With Regional Threat Organizations for detailed profiling of notable individuals attached to each group. Per SECONDARY objective, these individuals must be neutralized.

ASSETS: The SEG will operate in this capacity from Assyria Base in the Damzen Desert as its primary staging ground, with Moloch Base in the Sielje Region providing secondary. Local transport should be appropriate to the local development index range; overworld craft will be provided only as absolutely necessary. Approved field operatives will be issued appropriate gear and currency as required; cover stories if required (see PRIMARY and TERTIARY objectives) for operations should be synchronized with the SEG's designated cultural expert.
CONTROLS: Operatives at this time are recommended to maintain no higher than a CLASS 2 to avoid undesirable attention from Shevat and local governing bodies. Force projection may be expanded as needed by your commanding officer(s). When in doubt about appropriate operational approach, ask.

SEG field operatives will complete scheduled psychological assessments as a requirement for field participation in objectives. All members of the SEG are encouraged to report aberrant behavior to their commanding officer(s) or to the designated representative of the Office of Military Mental Health. Your collaboration is necessary to ensure a comprehensive response to developing threats against you, your teammates, and your civilization. IF YOU SEE SOMETHING, SAY SOMETHING.

REEVALUATION: SOLSOC will reevaluate the response plan as needed based on field condition changes. Individuals or groups may be added to or removed from the list of focus targets as required. IDEAL CONDITION will result in the neutralization of threat entities and stablization of Aquvy region. CRISIS CONDITION will result in a purge order issued from SOLSOC.
