| PRE-ENCOUNTER SUMMARY: | 2017/05/26: Individual encountered after anomalous event at Port Timney. Subject is a young surface-dweller, likely in her late teens or early 20s. She was reported as having provided substantial medical assistance. Further research revealed her as a Kislevi medic and deserter with a listed bounty for a considerable list of crimes, namely: High Treason, Espionage, Assault, Breaking and Entering, Disrespecting Lawful Authority, Piracy, Resisting Arrest, Suspicion of Attacking Innocent Civilians.
2018/10/21: Former Kislevi soldier, known associate of various antagonistic groups/causes, and known rogue Ether-user of considerable power. Aware of us; has stated intent of hostilities towards us (specifically, Gebler) multiple times. Previously in and escaped from custody. See previous reports for more information. |
| ENCOUNTER SUMMARY: | 2017/05/26: Keil was traced to Adlehyde and located; upon interrogation on the subject she spoke to me about her experiences during the attack. She said that several of the injured spoke of being attacked by monsters rather than humans or animals, and that their wounds -- and her own -- were consistent with this type of damage. She also corroborated Lieutenant Commander Hawwa's report that no known infectious agent appears involved.
Keil further mentioned that she had infiltrated the Hollow multiple times, suggesting she may have had significant exposure herself to Malevolence, particularly given a cryptic comment she made regarding Malevolence-induced visual hallucinations not being the only symptom of exposure. She also reported some of the same phenomena we had witnessed within the Hollow, including distortion of the earth. 2017/07/08: Subject Keil displayed use of ether during investigation of Old Petra. Ether use displays confined to fire creation/manipulation but other talents may exist; further analysis. Keil further demonstrated particularly fine control considering lack of instruction. 2017/08/12: On arrival I happened to encounter previously noted POI Keil, can confirm previous details expounded on by LT1 Voss. She is accompanied by another individual known as Leon Albus, possible he may be as Kislev as well. Considering other events we should consider the possibility they they agents of the Kislevi state and actor accordingly, but recommend caution-Keil is cautious, and keeps her guard up. I was able to learn some details about the events that ended the Lacour tournament from conversing from them: Apparently a black-armored figure who announced himself as "The Seeker of Power" interrupted the ceremonies and had a hand in the commotion we heard about after the fact. No further details were inquired on to prevent any undue suspicion of my cover. 2017/10/22: it appears that Princess Cecilia's maid was not /actually/ her maid as much as an ex-Kislevi soldier in disguise, Lily Keil, a known person of interest. After an altercation with Second Lieutenant Loren Voss, she was subdued with the use of sedatives and taken into custody for interrogation. Cecilia's involvement or knowledge about this is uncertain. Also of note, the damage sustained to second-floor side-office was apparently near-total. It seems that a lot of it was just disintegrated or smashed during the ensuing scuffle. 2017/10/29: Escape reported. Bounty upgrade recommended. 2018/04/18: Field Analysis from deVriese:
2018/10/21: Encountered individual during expedition (see site report) of Ruins of Memory. Interestingly, she apparently convinced her companion to avoid hostilities; this is highly atypical as subject is known to be extremely violent when given the opportunity. Subject's level of power appears to have increased since last reports. According to encounter with individual prior to expedition, she lost an eye engaging the entity in Azado since identified as 'Sin'. No other changes noted or new observations made at this time. 2020/04/18: Confirmation with individual that approach to Ether is heavily variant compared to Jugend form. Obtained this information under the guise of helping her learn control. 2020/10/05: Participated in assassination attempt of Minister Shakhan. |
| RECOMMENDED ACTION: | 2017/05/26: Keil was unwilling to divulge further information beyond what is reported. I suspect she may have more information regarding Malevolence, particularly given her medical background. I would advise against aggressive action or taking her into custody until other avenues have been exhausted.
2017/07/08: Keil regrettably recognized my use of ether for a similar talent to her own; I misdirected her to believe that my situation is the same as her own. This could be a useful angle for further assessment of her abilities and eventual retrieval. 2017/08/12: Keil and Albus may be interested in working as diggers. I will see what more I can find. 2018/10/21: Observe and gather further information. DeVriese, I believe you had some interest here. My allegiances are known to her so it is doubtful I can obtain anything of note. Use caution if engaging by other means; subject displays startling level of control and power for a rogue Ether-user. |
| COMMENTS: | Based on blood sample analysis (2017/10/30): Appears to use a type of Ether that is a cousin to the type Solaris uses, but has some differences in style (hence the lines). She appears to be human, but the genetic scan suggests she was from a strand of mitochondrial DNA that was assumed wiped out (or missing in Etrenank's databases). |
