"Team Rocket captures Pokemon from around the world. They're important tools for keeping our criminal enterprise going. And I am the leader of this enterprise... Giovanni!"

Giovanni is the founder and leader of Team Rocket, a criminal organization on Energy Nede. He is a former Pokemon Champion, who was famous as a very strong Trainer. However, his journeys led him to find out more about the truth of Nede, and to seek more and more power. He is charismatic and commanding, making him a natural leader, but his first concern is making himself -- and Team Rocket -- wealthy and powerful. With the threats posed to Energy Nede and the opportunity to expand to two new worlds, he is making good use of his ruthlessness and his organization.

Background

Prior to Chapter 3

Giovanni grew up in Celadon City, the child of two Nedian administrators who separated when he was young. He grew up spending time between two houses and he quickly turned to training Pokemon as a way to find companionship and meaning in his life. He found that meaning in becoming strong -- not in the usual ideals of Nede, with honoring and preserving the past, but making himself better.

By age sixteen, Giovanni had become a Pokemon Champion.

And then... there wasn't anything for him. His parents expected him to follow them into the drudgery of the Nedian bureaucracy and put aside his goals. The Pokemon League had a place for him. He spent time as the Gym Leader at Viridian City, but it didn't quite satisfy him after a few years of that. It was not about bettering himself -- it was about bettering others. He rejected both of these ideas. He wanted to make himself stronger and put that strength to some use. He wanted power that the Nedians denied themselves.

But he wanted it on his terms, not by drawing upon the past. He wanted to prove that his beloved Pokemon could be the power that shapes the world.

And he also wanted to be fabulously wealthy. The child of mid-level bureaucrats didn't lack for some luxury, but he wanted more.

So Giovanni set out to create an organization that used Pokemon to make themselves stronger and to get what they wanted. An organization that would rise above the ceiling that Energy Nede built for itself.

Team Rocket.

He made a criminal syndicate. They began to do all manner of criminal enterprises -- though in true Nedian fashion, nothing too brutal -- and capturing Pokemon to get stronger. They frustrated the Greater Kanto Police Department and Pokemon League at every corner; they also drew in disaffected youth and individuals who fell through the cracks of Nedian society. Giovanni wasn't satisfied with this (because "stay hungry" is his whole philosophy), but he saw the building blocks of his dream.

And then, with the help of some of his technically-minded lieutenants, he found out the truth of Operation Ten Wise Men. He found out they were possibly loose -- and confirmed this when the Guardians of Seymour Guado, Biggs and Wedge Guado, appeared on his world. He promptly recruited them; then he made an alliance with Philia, when she appeared before them.

He still wanted wealth. He still wanted to be powerful. But he wanted to save his world, because that's what the powerful do.

Skills, Powers and Abilities

Giovanni is a Pokémon Trainer with years of experience, who achieved the Champion rank and then became a Gym Leader. He is, perhaps, without peer as a Trainer; certainly, only other Gym Leaders, the Elite Four, and Champions can really measure up to him. He carefully curates a team of Pokémon who are loyal to him, with their abilities carefully curated to cover different weaknesses. He practices frequently, training members of Team Rocket personally, and keeping his skills sharp.

Additionally, Giovanni also commands Team Rocket, and can employ them in his stead. More often than not, he acts as a commander and trusts his underlings to get the job done.
